Could the National Guard Be Headed to Chicago?

Can you imagine the National Guard being deployed to Chicago? There's no need to imagine as it's something that is officially being talked about in the very highest offices of the United States government and was threatened in a press conference that just happened today.

I just saw this possibility shared by Mediate. They say that the President was discussing national guard use at a press conference and Chicago was specifically mentioned as a possibility. CNN has shared video of those comments on YouTube.

I am not a political person and will not go down the rabbit hole of the how's and why's of what the President is recommending are good ideas or not. I'm more interested in the legality of all this and the potential reaction of Chicago citizens if National Guard troops had a presence on the streets. Controversial? Oh, yes. A possibility in the near future? It would appear so. You and everyone else can make up their own mind about whether this should happen or not.
