Sioux Falls Police Lt. Mike Colwill described what happened prior to a fatal accident early Wednesday morning near 22nd Street and Western Avenue.

"It was found that the accident was the result of a drug purchase turned drug rip at the end, turning into a high speed chase that we believe started in the area of 57th Street and Louise Avenue involving a pick up truck and a sedan. That chase continued through the southwest area of Sioux Falls until it terminated at the crash location."

Colwill says that's when the incident resulted in the death of a juvenile passenger in the sedan.

"A 15-year-old Sioux Falls resident died from injuries. That individual is Kareem Hussein Cisse. Also in the vehicle was a 18-year-old Sioux Falls resident who was the driver of the vehicle. He was taken to a local hospital where he was treated and released. There was also another 16-year-old Sioux Falls resident who was a rear seat passenger who was taken to a local hospital. He is still being treated for his injuries."

Colwill identified the driver of the pickup that they believe caused the deadly accident.

"When the pickup struck the sedan, forcing the sedan off of the roadway which then led the sedan to strike a tree. The driver of that pickup was 16-year-old Alexander Lingor, a Sioux Falls resident. Lingor was arrested and charged with second degree murder, first degree manslaughter, second degree manslaughter, aggravated assault, and injury hit and run."

Colwill also confirmed that a passenger, 26-year-old Anthony Moran, has been charged as an accessory.
